But by "30%" you mean 11% That sounds suspiciously close to old Russian disinformation about how many Americans died during the Depression. There was plenty of money to put Americans to work and make the supplies that were needed. We didn't want to give the Soviet Union more than they needed because of the likelihood that we would need to fight them again later. After all, they were one of the ones who started the World War.
