  8. the US - It is the only country that refuses to agree to a “No First Use” nuclear policy. as their global power is threatened as China, Saudi A, etc get stronger and most countries ignore sanctions against Russia - look for them to threaten / use nuclear strike against RU and then report that Russia fired first
