Except that you can write unjust laws. You can ban anything, and if everyone gets to have the thing they hate banned, then pretty much everything gets banned.

Hey TIK, have you noticed the British railway scam? In private ownership, the railways are run down and dangerous. The Govt. say "Oh no! Or railways are run down and dangerous! They're of national importance. We must nationalize them." So the Govt. buys them at a high price and spends a fortune fixing them up. Then the Govt. says "Oh no! The railways are costing us a fortune! We must privatize them." So they sell them off nice and cheap, and brand new. The private owners don't have to do anything except jack-up prices and reap huge profits, while the railways slowly go into decline. Then it's just rinse and repeat.

Re: passenger numbers. I think that that's a complex question - not one that has a single answer. Interesting, nonetheless. I did a few some sums. For 50 million people, a billion journeys is only 20 each per year - or 1,5 million people daily commuting by rail.

For me, the last 12 years, my rail ticket has been much the same as and kept up with a packet of cigs - and they're now punitively-priced!

I'm not defending nationalisation - except for essentials - water, electricity, ... things that must be available to everyone, not run for profit.
