  1. If these are the type of gangsters that you have to deal with inside of prisons, giving them a second chance, paying their maintenance and giving them food doesn't seem worth it. Remove them and withdraw the risk of recidivism, instead.

  2. After taking a quick look: It's legal to own firearms in Ecuador. They flourish around the country. I presume lots of them are smuggled into prisons, maybe guards were bribed/attacked, and when the government doesn't have absolute control over these areas (prisons, firearm market, gangs), you're in for a (horrible) wild ride.
