  1. The fewer people, the fewer personnel and resources you have. And the same applies to the contrary situation. A large area/population rate tend to imply more personnel and resources to inoculate a demographic ASAP. That Alaska has a lower population rate isn't relevant nor the reason why they've succeeded.
