I think that temporary, centralized and consistent restrictions during a short period of time to take control of the virus is necessary and the ethical thing to do. But a whole country must assert the same approach for it to be effective, and the country must be opened up slowly in stages, not in an abrupt way. That method has been proven effective. That said, such restrictions (curfews/travel or gatherings bans/quarantine systems) can be seen as a violation of human rights. That's not per definition a bad thing. It's needed in certain cases and in certain areas. So it's funny to see these human rights groups pretending that harsh restrictions in a pandemic isn't a violation of HR, which it blatantly is. It's almost as if a blind belief in universal human rights isn't as moral or effective as the Western world loves to think.
