Great response. But we gotta be more specific regarding what these cultural attitudes and elements are and how we move away from the unwanted ones. People will have different takeaways there.

These situations are tough. If you don't intervene the police officers or an innocent civilian may be injured or shot dead. If you intervene, the culprit or unstable civilian may be handled by too much force even though it may've not been justified. The most effective approach to take would arguably be to prevent the factors that leads to psychiatric shortcomings in the first place, and prioritize the public's welfare rather than the welfare of a few unstable individuals at the expense of the public. That may be seen as cynical on the surface, but is it really?
