You'd think they could shoot them down with a few 50 cent bullet's if it's a balloon, right? But when you hear the reactions from media and politicians and average citizens, ya can't win no matter what you do. I can't figure a few balloons getting much more information than the hundreds of satellites that circle the earth daily. I mean hell, you can Google your house. All China would have to do is map quest anything and get an almost 360 degree map of the location. What's a balloon gonna do more than that?

It's been my opinion forever that, why not help needy countries with their own business desires. That way they can have their own job production and financial needs for their people. That would help their people to be proud of their own homeland instead of coming to the US or elsewhere by the hundreds. Sure, it would involve financial aid, but supporting them here costs more and thins job opportunities for Americans.
