  1. The first president to use the word "czar" was Teddy Roosevelt. Nixon made it popular, although there isn't anyone in government with the actual title of "czar," it's just a shorthand description for what someone does. The "drug czar" had an official title that was something like "coordinator of drug policy enforcement." Everyone called him the "drug czar" instead.
