  10.  @nerdlingeeksly5192  Individuals used to be able to do it when there was still a lot left in the ground. All the easy deposits are gone. Now it requires huge investment of energy and resources to extract smaller and smaller amounts. This is why the companies that can do this profitably get to set the rules.

  15. Governments have many useful functions like resolving disputes, keeping track of property rights and defending borders. If there is a dispute with the gold miners, it's the responsibility of whoever owns the land to take action against them.
