  1. During any Major Construction project Overseas in Africa we apply a PF factor, depending what country the Project is. Ie a Productivity Factor of 0.65 means the Project will be only 65% efficient, ie, for every Dollar spent you get 0.65 cents of work. If you do not allocate that into the Project Budget, your project will not only be late but will run out of money before completion.
