  1. Some of these people will never adapt to living in a normal dwelling. Why not set aside a piece of park for them, (Fenced Off) and keep them there, at least they will have a small campsite to live in. Better still form a New Provincial Park for the Homeless Campers, on Vancouver Island, they can’t afford to get off the Island, too expensive.
