No you did not get that right.
I will provide you with links that gives you a correct picture. Basically other governments paid Musk to give Starlink to Ukraine ( USA, Poland, Germany among some ). What Musk did was that he charged a lot more for these both the terminals and the fee for it.
So take your time and read through these links, you can also find information on for example us.gov and samer for Polish and German government sites however you have to translate it yourself.
