  7. If Putin declare a war he can pull regular troops and the standing reserve. Since he just calls this a "Military Operation" he can't use the full standing force and or conscripts hence he has mobilized "volunteers" and signed contracts, used prisoners etc. None the less, Russian quality both among men and equipment is at best crap still with Russian doctrine they can kill and murder civilians at the price of meat waves and such. Just the standing reserve in Russia is over 2 million, so Russia have a huge pool of meat to take from.
