  1. Don't see any problem whatsoever if criminal gangs fight it out among themselves. No one of any consequence will get killed or injured. P.S. Heard the notorious cop Rodger Robertson say in a TV interview 'someone is always going to run organised crime, so if you let the cops do it you get a way better class of criminals'. There is some sense in that warped view.
