In the past VERY few people would have had insurance that covered flood damage (defined as water rising) as it was prohibitively expensive, as you would expect being only taken out by people living in flood zones. Then all the 'bleeding hearts' said its terrible these people have no insurance (their choice) so what was traditionally called 'storm and tempest' (defined as water coming down) was altered to include 'flood damage'. The result ... everyone's insurance went up as someone living on the top of a mountain is paying the risk of someone living at waters edge in the middle of a flood plain.
