  1. Not all the relevant at the individual level. No one with any decent amount of cash will have it just sitting in a deposit account, possibly paying 50% of any interest earned, in income tax. For small balances the amount earned from 2% is negligible anyhow. The difference from another 1% probably won't even be enough to buy a cup of coffee.

  2. No, its not theft. People are free to move their money anywhere they please. If people are earning substandard returns its laziness on their part.
