  1. You've already been told a couple times who is responsible for the rise of ISIS, but I'll just throw my 2 cents worth in as well. The USA's stupid foreign policy of sticking its nose into other countries affairs, where it had no right whatsoever, is what created the power vacuum that allowed ISIS to grew and fill it. Prominently attacking Iraq (for which certain people should be tried for crimes against humanity) and de-stabilizing the whole region. Exactly the same as Afghanistan where the CIA effective created the Taliban (morphed out of the CIA funded mujahideen).
