I don't see much of a problem, with a union as big as the EU, you're bound to get disagreements in many areas, that's quite healthy for democracy.
Germany does have some points thought, debt sharing should only be done with lots of tough strings attached so countries borrowing the money don't get reckless.
As for military buy up, they should buy as much as they can from the internal EU market but in areas where they can't, the US is a good option and considering that Germany wants to overall it's entire military, I can understand their thinking in the short term but EU countries should replace most of that with home ground military arms over the long run like France said.
France is also right, the EU countries need to speak with one voice, they need to beef up their military and pool their resources and not just on the military but in many areas.
But in any case, EU countries will find common ground because of self-interest but in the case of Germany, I think it might be doing its self a lot of harm, not so much by its actions but the way it's going about it, which if they are not careful could shift the balance of power away from Germany a lot quicker than it was going to do, especially if France continues to shift away from the Germans.
But in any case, this is a healthy thing for the EU, you've got debate, different points of views and the direction will shift according to what most EU members want.
