I think the only way the EU is going to continue to expend is if there is more majority voting in the EU and they've got the power to take countries to task that backslide on democracy like Poland and Hungary are doing.
Until then, I don't see them expending in any meaningful way which is ironic because it's the likes of Poland and Hungary that want the EU to expend but it's also them which are giving the EU pause to not expend until the EU gets it's own house in order.
Basically, Poland and Hungary are the main obstacles to the EU not wanting to expend, after all, the last thing the EU wants is another trouble making nation in the EU until things are more streamlined in the EU, in that sense, France has the right idea that reforms are needed at the EU level before more expansion can happen.
With all that said, I think Georgia and others that want to join should be welcomed into the EU, especially with how hostile Russia is becoming, but I think the EU needs to get it's house in order before doing so otherwise the more members there's in with vetoes, the less effective the EU union becomes but with all that said, there are many areas that the EU and other countries can create closer ties with each other which should prepare them better for eventual EU membership.
