This is a tricky one, on the one hand, NATO countries want to avoid getting directly involved in the war, Russia likely knows this and knows they can push many buttons knowing the west will do little to nothing but complain, Putin could see the opening here to target towns close to the borders, knowing that many will go astray and knowing the west will do nothing, Putin has shown that he's all about pushing buttons with the west.
Now it probably is a stray missile from Ukraine but I wouldn't put it past the west to make it seem like it wasn't because they don't want to get directly involved and if so, there is nothing stopping Putin from attacking cities and towns, near the boarders, knowing the west will do little to nothing anyway.
Personally, I think it was a stray missile from Ukraine and that the west really needs to up it's game with arming Ukraine to end this war sooner rather than later, but in any case, I don't think this will escalate things but it could be an opening for Putin to take advantage off as he keeps looking for weakness and inaction from the west, regardless of the reasons are.
