I doubt they can leave, the EU market is too big for them to leave but even if they did, other rivals in the market will be licking their lips to take advantage of Facebook by filling that void in the EU.
In other words, even if Facebook did leave, another rival would swoop in and gaining market share in the EU would likely help that rival on the world market against Facebook.
Also, I highly doubt other governments around the world would take too kindly if Facebook follows through with its threat, it would send a message that Facebook thinks they can bully governments and many governments around the world could end up getting a lot tougher on big corporations, even pushing to break many of them up.
Last thing any big corporation should do is threaten any government as others will be taking note of that and very likely will respond in kind, in other words, don't push your luck corporations or you could end up with a lot more governments going after you and with much tougher measures and the reason that will happen is because if Facebook actually got away with it, they will embolden big corporations to threaten governments all around the world to get what they want, it's easy to see how this can spiral out of hand against corporations if they follow through with those threats, but personally, just making the threat against any government should be enough for much tougher action to be taken against them.

A market the size of the EU, other rivals will jump at the chance to fill that void and that isn't good news for Facebook and worse yet, threatening any government could very well get a lot more governments around the world to get much tougher on big corps, showing a need why many big companies need to be cut down in size.
This isn't a threat against the EU, this is a threat against any government if Facebook were to get away with it because it would embolden big corporations that they can get away with a lot more if there is a soft touch from governments, something they already do in the US but that's likely going to be tougher for them around the world.
At the end of the day, they have to follow the rules of the market they are doing business in, they might not like it but with big markets, they have little choice, the threat of pulling out is just that, a threat, I highly doubt Facebook would leave the EU market as that would do a lot of damage to the company, it would also leave a big void for a rival to fill, which that rival will use that to compete better against Facebook on the world stage, but more importantly, no government around the world is going to be too happy about any big corporation threatening any government, regardless of the reason, many will start to realize that much tougher action is needed on big corps, even cutting them up, so this could backfire not just on Facebook but on big corps all over if they are not careful.
