Not very likely, in fact if I recall, isn't the EU the second-biggest manufacture behind China? The US is also a big player, it just all depends on need and urgency, as we saw in the second world war, basically the EU and US could ramp up manufacturing of arms a lot but they don't see the need when they see the war probably ending next year. They'll likely boost arms slightly to cover the short fall but nothing major. Also, the west has a far bigger advantage, they are a lot richer and there are more of them sharing the burden.
