Timing and who stands to benefit are usually a good indicator on who did it.
In this case, Russia knew a big counter offensive was about to begin, that's where the timing comes into it, Russia also had an incentive to do this as it would make it much harder for Ukraine to do an offensive in that area, so it seems likely that Russia did it.
The only reason Ukraine might have done it was to enrage the west and gain more support from them, but that seems highly unlikely and risky for Ukraine to do, after all, if the west found out, support for Ukraine could quickly dry up.
Russia has a reputation of not caring about its own people, never mind people of other countries, and as we know, Putin is getting desperate, so we don't know for sure that it was Russia, but the evidence is pointing in that direction, and they have the most to gain from it, and as I said above, the timing is too perfect just as Ukraine is about to start an offensive, I can't imagine Ukraine doing it, only to slow their advance, but Russia on the other hand wants to buy time and slow Ukraine's advanced, and that is probably what this is all about.

@michaelotieno6524 We can never be too certain about these kinds of things, but as the video pointed out, Russia does have form on this, and desperate measures are not usually rational.
But honestly, I don't think it will change anything in favour of Russia, in fact, it could backfire if the west ends up supporting Ukraine more or if some of Russia's friends start having doubts about them.
Even in war, there are rules, at least most of the time, braking them can be costly for the ones doing so, but this is to be expected, many expected Russia to get more desperate as they get pushed back.
