As for what the hell is going on, well it's simply, putting is getting really desperate, he doesn't care about the Russian people, he cares about protecting his position of power, the problem for Putin, trying to mobilize the Russian people could backfire on him as they thought they were going into Ukraine for a picnic, after all, that was all the lies from the state were making it seem to the Russian people and this could really start to open up peoples eyes in Russia to what is really going on.
It's sad really because they are being sent in as cannon fodder as most are not going to be nowhere near as well-trained as the troops that already went in.
In any case, this reminds me of Hitler late on in the war where he was recruiting anyone he could be, including kids, which is a good sign that it's the beginning of the end of the war with a victory for Ukraine.
Now some will say Putin could go the nuke option, that's unlikely because going that option will have a direct impact on the Russian people, the people can tolerate Putin as long as it doesn't directly impact them personally, nukes would escalate things a lot, in other words, if Putin even attempt to go the nuke option, he will probably get killed by his own inner circle or the Russian people, after all, this is Putin's personal war, I highly doubt the people want things to escalate into what could be a major war, but, desperate times, you never know with a nut job like Putin, but in any case, the Russian people need to be careful here because this could blow up in their face.
As for those referendums, they mean nothing until it's done in a fair way without pressure or internal vote rigging from Russia, in other words, we know it won't be a fair vote, so however way the vote terms out, Ukraine is still likely going to try and take back that land.

@cathrynharrison4734 If he continues to escalate things, Putin might only have a matter of weeks or months to live, the threat of nukes is meaningless unless the war is justified, in other words, self-defence, it's highly unlikely the Russian people are going to see it like that and that could become a massive problem for Putin if he continues to escalate things, especially with mobilizing the Russian people because they will feel the war personally, that's when Putin's life could really be in danger.
Also, this isn't about NATO or the west and if they see Ukraine as being worth it, this is all about sending out a message, if the west backs down on Ukraine and let Russia take over, what message is that saying to the world? China and others are looking for weaknesses, they want to see how far the west is willing to go, if the west backs down, China might be tempted to invade Taiwan because they've seen the west as being weak, in other words, backing down could escalate things more around the world.
Truth is, the west has been way too soft with these dictators and they see the west as weak for being soft, they constantly take advantage of that weakness and division, so backing down would be really bad for the west.

@samuelgordino In any case, the west has to call his bluff, if the west backs down, Russia will take over Ukraine, it will also show the lack of resolve from the west, what that means is that Putin has found weakness and it won't just stop with Ukraine, China will also be watching this carefully, they want to see how far the west is going to go to protect Ukraine, if they see the west back-down once the threat becomes high enough, China will be more embolden to invade Taiwan.
The last thing the west can afford to do here is show weakness and back down, the west has already shown a lot of weakness to these countries over the last decade or so and they take advantage of it by meddling in western countries, from the economy to politics, dictator only understand strength, so the west can't afford to back down regardless of what threats Putin tries to use.

Exactly, if the west were to back down because of the threats of nukes, it could actually escalate the war even more because Putin is looking for any weakness in the west, if the west backs down, he will try and take over all of Ukraine and if the west backs down, he likely won't stop with just Ukraine.
So regardless of the threats from Putin, the west needs to keep its foot firmly down on Putin, after all, he's on the ropes, keep the pressure up and if he does try to mobilize the Russia population, Putin is going to have a massive headache explaining that to the Russian people, after all, according to Putin, they were going into Ukraine for a picnic to liberate the region, it's going to be very difficult for the state to keep telling those lies and as eyes open, that could become a real threat to Putin and anyone close to Putin from the inside.
Personally, I think the message that Putin was framing this war in the first place is really starting to backfire because now he's having to backtrack on that, Russians will be wondering, if Putin told a big lie there, where else has he been lying.
Also, how many Russians are going to want to be sent in as a reserve for cannon fodder? Because that is what they are being used for.
