  3. That's my main issue that still doesn't make sense. Russia never had the moneys for its agressive foreign policy. Makes zero sense to me.

  11. Having and maintaining a nuke program is so expensive, most countries don't want the nuissance. The only ones who decide to have it, are either in the middle of a regional big war, or have imperial ambitions.
