  3. Climate change exarcebated man bad decisions. Climate change is the go to of excuses. But the reality is that the infrastructure isn't there: it isn't drought and weather events resilient. Even a high end hotel fell. The building code is wrong and there isn't the obligation of topography study - - - - disaster in the making.

It's a question of will: make topography mandatory prior to build or buy property and make sawales, lots of, and make watter storages. Then make more swales and make the watter fo thru a pre-determined path. There are regions of the globe doing this by digging by hand and they are becoming weather events resilient. The know how is already in books. It's a question to present the knowledge to communities.
