  1. The dude made different factions inside the military on purpose. He was betting that if one faction tried a coup the other would stop it. It's the devide and rule strategy. It's what dictators do.

  3. Dictator played with and kept military fractured to keep himself in power. This is a fight for power cause the military in places such as sudan, egipt etc are just too politically involved and powerful. Civil society has no chance.
