No, it's only for crimes post the 2000s. Problem is that legalist efforts are burocratic by nature and anything intern can be used as political tool. I would argue that an african ICC would be way more effective than anything else.

@taz09216 probably the same way no one charged the caliphs in ottoman empire. Cause societies organically form hierarquies and the ones on top are hardly caught. That's for USA. For example, no one charged any soviet of the war crimes they comited or for helping start wwii. As for israel: there is no country in the UN with as many cases oppened for human rights issues. Meanwhile china, iran and friends have nominal numbers of cases. When condoning and pointing fingers (which is the 1st stage for a formal indictment) is unbalanced, an observer tends to be skeptical of the whole process. And there are more cases where the perpeetrators haven't seen true condemnation: like assad being reinstated into arab league like nothing happened, or no one arguing the startegy and protocols of saudi arabia in its war v houthis. But interestingly, u just see unfairness when it isn't the one's who suits u to see condemned - and that says all there is to know 😂
