@khrttartrahht9448 yes and no. Hez was smart, (it started as the remnants of what was left of the shia faction (historically conected to shia in iran), taken advantage by iran to keep existing as an idenpendant entity) it 1st invested in stuff the broken by the civil war (and latter by the economic troubles) that the civs in the area needed the most, schools, health centers etc. So yes, hez also invested in pop well being. Its just one bad situation made worst and a criminal org taking over.
