  1. Any country in eu might have jurisdiction, as the ongoing investigation has evidence thar ilicit profit was spent buying properties etc in member states. I asked the same when france started it's investigation and this is what I got.

  2.  @placeswelive5388  the investigation has evidence the illicit profit was spent in europe. It is under lebanese laws. No colonialism. Colonialism would be to not follow the evidence and encorage illicit gains to land in europe. So it's actually the oposite. But ur probably won't change ur mind, if they didn't investigate u would call it colonialism aswell, u already made ur mind to be anti something and see everything thru ur bias, as opose to be pro something. Ur not alone depressingly.
