A lot of african countries have an abundance in resources but lacks investment in engenereing schools, post independence invested in law schools. There are a big number of ideologs but not that many well diggers and managers. That colonialism u call is just the companies contracted by ur own leaders cause building school is more work than just receive money - dutch desease and resource curse. Economy class over.
