  1. "Common heritage" is tantamount to throwing the resources of the universe away. Nobody will extract resources if they don't get to keep them when they do. The current state of the law is in NOBODY'S interest. We need some sort of "homestead law" whereby those who propose to extract resources can obtain clear title to use/sell them. "Common ownership" of resources has traditionally led to starvation.
