In the 1920-30s the strategy of employers in the US reacting to the growth of the labor movement was to lock workers out of the factories! This was a right of property, if something is the property of capital that something was a force for capital,---and what allows for a greater resource for other activities, is used as a productive power of another. Same thing with water and soil. As soon as soil and water are contracted out they become the property of another for the duration of time they are contracted; at the end of the contract and upon refusal to renew the contract the mass of people are deprived of water and soil. Soil in the form of water, land, or air do not revert back as utilities or use-values to the community under capitalism without mass consent. Water and soil are only useful when they are commodities, and can turn a profit, a privately owned contracting service pockets when it collects from the State. In the end the population for whom water and soil was previously in their possession as public utilities managed by the State are cut off (locked out) from nature in their form as commodities that blame for the poverty and degradation of the working class can be placed on the politicians. They failed to solve a social problem in a political way.
