  1. Here's why Putin babies the Chechens - he launched his entire Presidential career by bringing the Chechens to heal. He has based his whole tough guy image on this. Of course, he did not really defeat them - he bribed the toughest warlord (Kadyrov's daddy) to give Putin his absolute loyalty. And the bribes continue. About 80% of Chechnya's economy consists of grants from Russia, and Kadyrov has Putin's permission to run Chechnya as his personal fiefdom. In exchange, not only does Kadyrov pay obeissance to Putin, but he helps intimidate any anti-Putin forces, including terrorizing unarmed people in 'temporarily' pacified parts of Ukraine. Putin is not going to do anything to make Kadyrov turn on him, such as run up large Kadyrovite casualties, and Kadyrov in turn does not want large casualties that might turn the Chechens against him.
