Far from being a benevolent power it projects itself to be, China uses the BRI to funnel excess capital to expand its creeping influence overseas. With the CCP's mindset of money at the core of its existence, it leverages the same and loans them to poor countries it knows would not be able to repay them. China selects the projects that it will fund, usually those that the borrower will have little use for, like the Laos HSR. Given Laos' population and economy, a high-speed rail is like a square peg on a round hole as the fares would be unaffordable to the ordinary citizens, necessitating huge subsidies from their cash-strapped government. If the daily revenues is not enough just to break-even, how are they going to repay? But wait, China has a solution: lease the system to a Chinese state-owned company to manage and operate the HSR for, say 30 years, with option to extend, to recoup its billions with a substantial profit for its trouble. So at the end of the day, China brought its influence across its borders via a rail system constructed using Chinese workers, transported its citizens to exploit the natural resources of its"beneficiary" whose citizens would not even enjoy the modern transport and is now stuck paying for the loan for more than a generation or longer. Very neat. That's China's "win-win" masterplan, "common prosperity" for all. Trap gullible countries with loans and projects of questionable economic viability through corruption and other rent-seeking practices.
