I have worked for a few different Executive branch agencies in management and Administrative careers. Before I worked for the government I thought that the highest levels knew what was going on below them in the organization. I learned that even at low "Field" levels ( GS-14 and below) of each agency that information was classified or restricted to prevent higher levels from learning about it. These areas included budgets and how money was actually spent and why services and goods were really purchased. It also included knowingly false information using statistics and jargon to obfuscate simple issues and make them opaque to everyone else including auditors. I was in the position to handle and respond to congressional inquiries even as a low level employee. My responses were reviewed at multiple levels and heavily redacted not because of security requirements but of selfish organizational needs for more authority and larger budgets. Imagine ordering hundreds of thousands of dollars of excellent high quality equipment only to dispose of it for pennies in less than a week? Congress must know what is going on. The more money for district Government agencies the more they can tout they are bringing money "back" to their Congressional district through government jobs, business opportunities and subcontractors. Honesty, truthfulness and morality are never included. The so called "whistle blowers" are only folks who watch or participate in this systematic Waste Fraud and Abuse and are frustrated because of the lack of knowledge at the highest levels. IMHO this Lying and obfuscation is called "The Deep state".

In your tryptophan example it was an issue with contaminants during its manufacture in Japan. The FDA has a long and checkered history about tis enforcement actions which includes many incidences of overreach as well as many cases of extortion and bribery by its employees. The selection criteria for monitoring and surveillance of regulated materials is published in the IOM, the Investigators Operations Manual link here. According to the IOM there is NO criteria for using favoritism, extortion or bribery as an "objective- science based" reason for inspections, investigations or regulatory actions. Use search words" FDA, Fraud, bribery, arrested, Import, and make your own opinions from the facts. One reason for the supplement bill is that FDA investigators raided physicians and other legal health care professionals for personal, political or even illegal reasons. IMHO the backlash against the FDA by the PUBLIC via Public Law 103-417 dtd 1994 was specifically because of the overreach by the agency. There were so many complaints about FDA employee improprieties that the FDA developed a new organization called the Office of Criminal Investigations under FDA- ORA ( Office of Regulatory Affairs). Today many question how an agency can investigate its own employees who all report to the same FDA bureaucracy. Can they be trusted to stop the unprofessional conduct that is partly responsible for the Supplements law? There are many other legal issues involved in additon to anecdotal evidence and disagreements by some allopathic physicians.
