Russia probably shouldn't be considered an emerging or rising power given its poor economic growth this last decade, a dependency on petroleum exports for revenue, and a shrinking and aging population. Russia today may be more influential than it was in the 90s under Yelchin but that hardly justifies calling it a rising power like China. Iran too faces debilitating and chaotic factors (both internal and external) which raise questions over whether it will rise in power or implode. And while Japan and South Korea can no longer come out on top of China, that would provide both the US and its western allies (at least those who feel threatened by China) greater reason to strengthen their alliances and attempt to maintain certain components of the US led world order that would balance against a China led order.
