  1. An initiative that's being investigated here in NZ is a spin on speed cameras. Instead of a spot check of your speed, you'll be measured over a distance (likely limited to motorways). Your license plate will be logged at one point, then again later on, and the system will work out your average speed for the distance traveled between them. This should encourage people to drive safer for longer, while not punishing them for speeding up to overtake at the wrong time.
