The US has FARA, a similar law. The only problem in Georgia with this law is that there is no judicial review nor any measure of checks & balances. And as such, it can be used discretionary by whoever is in power, in this case, the pro-Russian government coalition.
Every country needs to have such a law, because nowadays, external pressure and intervention is no longer organized through typical spies or embassy activity only, but through NGOs. A lot of NGOs are financed from abroad. NGOs with 3-10 people simply cannot sustain the level of influence and lobby power with external financing. There will always be opposition to laws such as FARA because those who finance NGOs, and not only, media conglomerates should also be targeted, do not want to be revealed as foreign agents.
