There are inherent risks in an alcohol ration; soldiers will sell their ration, creating opportunities for graft and expanding grey and black markets within the barracks. Soldiers will hoard rations, then go on a bender. Other discipline problems existed, beyond; those are just examples.

  3.  keith moore  discipline issues around drinking were very much on the minds of commanding officers back then; there's a reason the UCMJ has a specific article for "Drunken Sentry." It's a holdover from historical experience with drinking in the barracks (and on ships). Issuing a shotgun for a little light hunting is a frankly brilliant idea.
