The prosecution has hard evidence that Trump did NOT declassify the documents he took in the form of a recording where Trump mentions he had failed to do so while in office while showing them off. Trump needs to be able to prove he declassified them because trying to say "I can declassify them by just thinking about it" isn't going to fly when the Prosecutor has Trump going "I could have done so, but now I can't." Also, the Presidential Records Act doesn't let him take whatever he wants. What it actually does is transfer ownerhsip of all of his documents to the National Archives the instant he leaves office, and he can keep and display them for his records and library WITH PERMISSION. It was put in place so they could seize Nixon's records. Trump isn't being charged for having them. He's being charged for A. illegally sharing the information and B. breaking the law to avoid NARA's attempts to take them back. As soon as they came knocking on Biden's door, he threw up his hands and gave them back without question
