Because it's EXPENSIVE and ultimately not worth the cost, and actually building bases requires a whole additional level of technology and whole lot more money than just visiting for a few days half a dozen times.
Do you know why we stopped and came back? Because Apollo is in inefficient piece of garbage starting the massive elephant in the room that it's a SINGLE USE rocket. This means you are trying to set up and maintain bases with a rocket you need to build a new one of every single launch.
That's why the Space Shuttle was built: to develop technology to make space flight cheaper, starting with making reusable spacecraft. It ultimately FAILED to make it much cheaper.
Also, what exactly are you proposing to observe and why are robots not a more sound investment given that machines can stay up there for years longer than a human can because they don't need food, air, or water?
There's nothing to actively observe on the moon, no life, no weather, no volcanic activity, nothing, and it's too far away to really be a good observation point for the Earth. Satellites would show much greater detail.

Faking it and getting caught would be even more catastrophic, and there's about a 100% chance that the Russians would sniff them out. They already know about the "impossible to cross" radiation belts. You cannot bluff while holding marked cards.
Best case scenerio, Russia blackmails them. Worst case, Russia decides to be an ass and announce the fakery publicly.
The reality is: we didn't go back because Apollo cost over 130 billion dollars (adjusted for inflation) and the politicians in charge didn't want to pay to continue it. Especially since Apollo-era technology is too overpriced for what it should do and is single use and requires you to build a new rocket every single launch, so it's not sustainable as an ongoing thing.

Also, fun fact, not only have those videos of "people on set" been proven to be fake, one of them was produced by one of the debunkers under a second account to see how many people he could scam. Even after he released the video of himself he spliced to make it, people still thought it was real.
