  3. He, Trump, was alluding to Baltimore's " Corruption " more than it's actual rats. But then there are rats of all kinds in that suburb of the D.C. Swamp. Baltimore is a veritable "Black Hole" when it comes to aid money as is every other Democrat run " Shithole". If urban blacks would get off the Democrats Plantation and vote their Democrat overlords out of office they would fare much better.
