Access is not the same thing as availability. Internet might be available to 100% of the population, access only belongs to those with hardware and the $s to access it. This is where the nuances of English as a first language, come into play. So do you have evidence that more than 10% of the population has access, as in "money, hardware, and basic user knowledge?"

@superskaria Broadband is available upto 30mbps and cellular is available at 10 Mbps....!!! - Exactly, it is available, no one is arguing, the question is, is it accessible. And yes, that matters. Cars are available to 100% of the people in the U.S. but are only accessible to about 70% of the people.

@abhimanyujha5550 What is the cost of access vs the average income? Not cost of internet, but cost of access, that includes the hardware, as well... You can clearly access internet but you are not in question. What percentage of the poor have the income, the knowledge and the hardware to access it?
