  1. The priority was internal expansion. If you're going to settle the West; you're not going to spend money on a Navy. Until we started getting into the empire business, really wasn't much need for it.

  5.  @genericpersonx333  that's only because because the federal government had not exploded into the octopus of agencies that we have today. They may have been spending, but it was mostly on garbage left over from the Civil War. The non military Government was still limited.
