  7.  @joelhoover2524  Well there were 2 sets of Civilian. Pan Am Employees and the construction workers. The Pan Am Employees left on the last clipper. The construction crews still had work to do. Also the new C. O. Had only just arrived. Same with the fighter unit. Overall, the same movement was underway at Shanghai. The 4th Marines and most gunboats were sent to the Philippines at the same time. The B-17's at Pearl Harbor were heading to the Philippines. As were PT boats for Squadron 3. Kimmel was moving stuff all over. They ran out of time.
