  1. Clever? So far Russia's food import substitution has been far from a success. Import tariffs would achieve the effect you're looking for, but in a more controlled manner.

  2. NuxVom Still, Russia is suffering from food shortages, suggesting imports from the East can't make up for those from the West. French farmers are compensated for the losses they're suffering. Russian consumers, not so.
