@frozenbox597 That's a bit of a stretch. There was a thing called the Russian Revolution. Finland and the Baltic states seized their chance. Separatism had been brewing in all four countries for a long time.

@angel91485 Germany once gave them practically for free to Poland -- with strings attached, as to their future use. Now they loosened said strings.
