  1. Armor is the wrong kind of steel for torpedo protection. It is hard but brittle until face-hardening heat treatment allows it to be both. What torpedo defense requires is depth, with material that deforms and then tears rather than shattering. It would actually be a minor mistake, decades later, to extend the armor belt (a thinner section, anyway) of the South Dakota and Iowa class battleships down near the bottom and would require reinforcement when the weakness was revealed.
